Start of OCPP
In 2009, ElaadNL started OCPP, the Open Charge Point Protocol. ElaadNL, the non-profit organization founded by the Dutch Distribution System Operators (DSOs), was aiming to install 10.000 charging stations in the Netherlands and wanted to procure these from different vendors. Therefore, ElaadNL asked this emerging market for a standard way of exchanging information. Since no such standard yet existed, ElaadNL took the initiative to create one and began developing OCPP.

OCPP 1.0
In 2010, the first version of OCPP was published by ElaadNL. An important milestone in the history of OCA and OCPP! The protocol has been made freely available from the start to support the growing EV industry.

OCPP 1.5
Due to the rapid development of the e-mobility business, the demand for new OCPP functionalities grew. ElaadNL continued to develop the protocol to meet the evolving needs of the industry, resulting in the release of OCPP 1.5.

The start of the Open Charge Alliance
With the growing adoption and support for OCPP, ElaadNL decided to transfer OCPP to the Open Charge Alliance (OCA), a non-profit foundation under Dutch law. The two co-founders of OCA are ESB, the Irish Utility, and Greenlots, back then a US-based startup in EV charging networks. OCA’s mission was stated as follows: “To foster development, adoption, and compliance of the OCA Standards and any other additional standards in connection therewith, specifically the Open Charge Point Protocol (OCPP), globally through collaboration, education, testing, and certification.”

OCPP 1.6
In 2015, OCPP 1.6 was introduced. OCPP 1.6 is an upgrade from version 1.5 and includes several new functions, such as Smart Charging support for load balancing, list management support, and availability of the protocol in both SOAP and JSON. OCPP 1.6 made a significant impact in the e-mobility world, becoming the worldwide de facto standard for communication between charging stations and CSMSs.

OCPP 1.6 Test Tool
The first OCPP Test Tool was developed in 2016. This tool is used by Charging Station manufacturers and Charging Station Management System (CSMS) developers to test their implementations and check whether their OCPP messages comply with the specifications.

OCPP 2.0
OCPP 2.0 is the first of the OCPP 2.x versions published by OCA. This version was developed in collaboration with multiple parties from across the industry, who contributed by sharing their experiences and implementations. Due to the entirely new setup in OCPP 2.x, the protocol is not compatible with earlier versions.

OCPP 1.6 Certification Program
Since 2019, OCA offers users of OCPP the possibility to certify their OCPP 1.6 implementations. Through certification, organizations can demonstrate to clients, partners, and governments that their OCPP 1.6 implementations work according to the specifications defined by OCA. This certification process is carried out by independent test laboratories.

OCPP 2.0.1
In collaboration with the industry, including OCA participants, researchers, and testers, OCPP 2.0 was improved based on insights gained during its initial implementations. These improvements were incorporated into OCPP 2.0.1, which was released in 2020.

New OCPP Test Tool & Opening of the OCPP 2.0.1 certification
In 2023, both OCA and OCPP experienced significant growth, driven in part by new government policies. OCPP certification became a requirement for government funding in the Republic of Korea (starting in 2022) and in the United States (in 2023). To support this growth, OCA developed a new Test Tool that is easier to use and capable of testing both OCPP 2.0.1 and 1.6 implementations. In the same year, certification for OCPP 2.0.1 was introduced.

IEC Standard & 10 Years of OCA
In October of 2024, the IEC published the approval of OCPP as an IEC International Standard: IEC 63584. In the same month, OCA celebrated its 10th anniversary with a three-day event that brought together hundreds of partners, members, sponsors, experts, and dedicated OCPP enthusiasts.

OCPP 2.1
In 2025, OCPP 2.1 was released. It includes improved and added functionalities compared to OCPP 2.0.1, such as support for ISO 15118-20, bidirectional charging, DER control, battery swapping amd new authorization (payment) options. Care has been taken to make sure that all application logic developed for OCPP 2.0.1 will continue to work in OCPP 2.1.OCPP 1.6 has different application logic and is therefore not compatible with OCPP 2.1.
